Development & finance

We help governments and institutions identify, access and mobilise international finance for national development priorities. We connect projects and programmes with bilateral, multilateral and private sources of capital, combining financing expertise with the political relationships needed to unlock opportunities.

We help governments and institutions identify, access and structure international financing for development, infrastructure, climate, energy, health and other national priorities. This means navigating not only conventional development assistance, but also blended finance, guarantees, concessional lending, private capital and innovative instruments that can mobilise investment at scale.

European opportunities form an important part of this landscape, including the EU’s Global Gateway and NDICI–Global Europe, alongside national initiatives such as Italy’s Mattei Plan and the development-finance systems of individual Member States. We also look beyond Europe where appropriate, engaging with multilateral development banks, international financial institutions, sovereign and private investors, philanthropic actors and other financing platforms.

We support clients in positioning projects and national priorities for international funding, building the political relationships required to unlock financing and developing narratives that resonate with potential partners. Particular opportunities exist around green and blue finance, including bonds and other instruments linking investment to climate action, biodiversity, marine conservation and sustainable resource management.

Our role is to connect political opportunity with financial opportunity — helping clients diversify sources of capital, build credible partnerships and turn development priorities into investable and internationally supported programmes.
