Hugo San Martín

Hugo San Martín Arzabe has decades of experience as a social scientist, leading intellectual, lawyer, political adviser, government minister and legislator in his native Bolivia and around the world.

Hugo’s government roles included service as a vice-minister for democratic governance and conflict resolution. He then served as minister of labour, and he was subsequently elected to parliament as a representative of La Paz district.

Hugo’s connections across Latin America and in governance circles are unrivalled. He is highly in demand as a speaker and teacher across the continent, contributing also to policy development regionally and nationally on a range of issues from security and hybrid threats to trade and constitutional reform.
